Start with the right image and you can achieve it with careful LR processing, its a matter of looking at different areas of the image to see how it's bee treated. There'd some definite tone curve going on here, some split toning, vignetting, etc.
Start with the wrong image and you're buggered. Look for the lighting first, then consider perspective, depth of field and composition. That will get you 80% of the way there before you press the shutter.
Twenty seconds on Google and it appears my suspicions were correct, he's known to use VSCO within his workflow (but like all VSCO presets, as a starting point) and Alien Skin. Did you try Google? There are a lot of pages discussing his processing technique and he's even discussed it himself in enough detail that you shoud be able to get the look. He even discusses which VSCO specific presets he uses.
