Firstly, you clearly like the work of the other photographer whose image you have added and wish to emulate.

However, it is not a good idea to embed another photographers images without permission/attribution.

Ideally and more politely it is a better a idea to provide a link to the image on the photographers own website.

Having said that, as for the "look" it is just possibly a preset type processing but if the photographer is a pro portraitist perhaps the processing is more subtle than a single click preset.

I can't speak for the entire process but the matt black look is usually achieved by crushing the blacks using the tone curve.
