how long a shutter speed are you using, are you using it on manual exposure and why do you want to recreate a nasty shot like that lol

I get the point of light trails etc but the green light all over the front of the person is quite nasty IMO.

We told you, slow shutter, 2nd curtain flash. No one can say what exact shutter speed, as it will be different in every situatuion.
Just practice it.
