How has this photo been taken???

Hi,
I came across this photo on Flickr and would really like a go at doing it my self.

I know that a slightly long shutter speed (don't now what) has been used but other than that i don't know.

If anybody has any idea how this photo could have been taken i would really appreciate your thoughts

7:25 at night on an late May evening.

I like it, makes a change from the usual red bus & big ben shot.

Doubt it unless he fancied blinding the driver

If it had, I'd expect to see a sharper view of the front of the bus, but it's not there, so I'd say no.
