As title really, but what PP is involved in getting an effect like this?

Well assuming your talking photoshop, heres how i would attack something similar.

Open your pic in ps as the bg layer, then duplicate the layer.
click on the bg layer to select it, and add a black & white adjustment layer.
click on the top layer, (the duplicated layer) and change its blend mode to soft light.
this will give the muted bleachy look to the image, play with the opacity of the softlight layer to get the required effect.
The background is simply a matter of playing with some rough brushes.
Then play with some cross processing curves layers on top to produce the pinky highlights and blue darks.

Now that actually seems like you're talking in my language, need to give it a try I think.

there's obviously a lot more work done on the pic you posted, ie touch up and bits, maybe using a channel mask to blow the highlights more, but basically the above method would get you steering in the right direction. then its just a case of playing with opacity on the different layers, playing with the b&w layer, a bit of dodging and burning.
