It looks like a basic cut and paste job. You can treat chunks of graphics just like text and cut and paste them. Open a pic, any pic, and just draw a mask anywhere on the pic, any shape, square, circle or freehand. Then go up to the top drop down menu bar ...Edit then select cut and you'll chop a whole chunk out of the pic which you've actually just copied into memory.
You can now open any other pic and paste in the chunk from the previous pic. Furthermore you can now flip it horizontally and vertically, resize it, rotate it, and take all sorts of liberties with it.
It's basically that simple. Obviously by carefully masking around more complicated shapes you can cut out cars, people, you name it - very accurately, but that's the basic principle, it's just practice after that, and you're only limited by your imagination.
