how do I remove noise from a poorly lit photo

Hi everyone
I was forced to use an old P&S camera last week, which produced really poor pics, plagued with noise due to low light conditions.

I have one picture that i would really like to do an OOB edit on but in its current condition its not worth it.
I have read somwhere on here about a program called noise Monkey? or somthing like that.

can anyone shed any light on this subject?
Or even do some magic on my picture.

hmmm not sure about the edit about, looks a bit like you put one of those glass texture filters on the image
 
I used Neat Image to clean this one up - its difficult to keep such a small image sharp - so sorry if its a bit soft.

There's really not much point running small re-sized pictures like this through a noise reduction program. The original was taken with a 3MP camera, but this image only has 0.25MP - so in order to re-size it the software had to combine 12 pixels into every one, and that automatically takes a lot of noise out. If torque22 could post the full-sized image, or a 100% crop from it, then that would be a fairer test.
