Help with understanding this from a sony a6700 manual

hi folks

looking through the sony a6700 manual and was wondering if someone could explain, in simple terms the table about recording times

ILCE-6700 | Help Guide | Recordable movie times

file format - how do you know what one to use, I take it you can specify what one you want in the camera settings

recording frame rate - again do you specify in the camera settings and if so how do you know or are these automatically set when you choose the file format

the sd card and time column is the only thing I understand

Yes, format dictates the bitrates available to you and then you can choose frame rate.

Choose framerate according to creative intent (roughly) then bitrate is a trade off of quality vs convenience of handling smaller files (which are faster to transfer, need less storage, cheaper slower cards etc).
