Help with tv mode please

im confused can anybody explain to me please why,
on a motorway bridge just before dark i took a photo i was pleased with
the exposure was 5s
the f,number was f/22,ive no problem with that
the next day i went down to a small stream that has a small weir but
i could only get the
exposure to 0.3s,before the f/22 started to blink
my question is why could i not get a 5s exposure down by the stream
is it my 400D
or my Sigma 18-50mm f2.8 lens
or am i doing something wrong, HELP!:(
 
TV mode only works correctly when wearing a nice dress and some expensive makeup.

I prefer P mode because it's the setting for the Pro look. M when I'm doing motorsport.

AEB is for weddings with the Absolutley Excellent Bride processing.

Most people round here must be using AV for average though.

(Too much light! Getting a long exposure by the stream means as the speed drops the aperture will close up with F22 being the max. It flashed because it will over expose as you do not have a small enough aperture at that shutter speed. You need to lower the ISO or reduce the light coming in using something like an ND grad filter. Although a polarising filter can also prevent up to two stops of light as well).
 
If you want to take longer exposure shots in bright light, buy some Neutral Density (ND) filters, they basically just make things darker. An ND2 and an ND4 will be useful to you.
 
In case you didn't know an ND grad filter will darken one half of the scene and not affect the other (gradually changing between the two) this is useful when you've got a bright sky but dark foreground and want to balance them out a bit. A normal ND filter will darken everything equally.
