Help with Printer quality

Ive attempted approx 5 times tonight to print a photo, of a group of 4 people, its had very little manipulation apart from the levels.

2 of us (women) look like we`ve got a 5 0-clock shadow,
Ive cleaned the heads, replaced the cyan & black cartridge

The quality is absolutly awful

Its Pixma 600 Canon printer

Any advice welcome

Have you soft proofed the image? Is your screen calibrated? Is your printing workflow colour managed? (If not are you using Canon paper and ink?)
 
Is it a printer problem or an image quality problem, you're not tring to print it at 70 dpi or anything like that are you,have you tried the head cleaning options in the printer software
