Granuleted effect

It's film grain. The two from Flickr are also taken on Diana cameras (cheap plastic cameras) which adds to some of the 'style' you are seeing.

It's the father of digital noise, turn your ISO up (or shoot with some fast film) and you will see similar.

You can add digital noise in Photoshop if you like, but it has a tendency to look terrible.
 
Shoot on film if you want film grain. Lightroom has a film grain simulator/filter... it's nt bad, but you can't beat the real thing.
 
Check out Imagenomics real grain plug-in for photoshop, it does a fair job. Also if you search google you should find some grain images, these are usually just plain grey with grain, drag onto your photo and change the blend more to overlay and they work.
