It looks kind of like a developing tray heater (as used in a darkroom) but with a curved top, and a removable curved sheet of highly polished stainless steel placed on top, then there's a canvas sheet stretched over the (hinged) wire framed handle.
My wife's uncle passed away recently and this is among his darkroom equipment, it could probably handle a maximum print size of around 12"x 10", but I was thinking i could maybe use it to dry mount smaller Giclee and fibre based prints etc.
Scratch that guys, I've just come across the following information (linked below) and it seems the curved metal sheet is actually a glazing sheet, I'm even more confused now as this device was stored alongside a quantity of old dry mounting tissues.
