You can't I'm afraid. It's just a gallery to display. Some users may not want random people commenting.

For some odd reason, the comment function is disabled.

I think it reasonable it disabled. That way if you're inviting comments you can say in a thread, but if its just for a giggle or something for sale etc....then no comments are needed or wanted
 
Maybe accepting comments on gallery "exhibits" could be a user choice when they're uploaded (or at any time thereafter)?

Because it would be a pain in the arse if you just want a clean, display of images without people's inane comments about your cropping :) Want comments, use Flickr :)
