Cant help you on the framing but you need to get your sensor cleaned, the first shot has loads of dust bunnies

Using the crop tool in photoshop, you can set target dimensions and resolution (i.e. 13" x 6" x 300dpi). You then drag the marquee around the area you want to keep. Photoshop will maintain the correct aspect ratio and when you click apply it will resize to exactly 13" x 6" @ 300dpi

ok i have done that but how do i get the print shop to print it in that form ?

or alternatively order from a print house that supports custom sizes. Both loxley and Peak imaging do and you just order in the regular print size that supports your full image (15x10) for peak imaging and then put in special instructions to say (print xyz.jpg - 13x6 custom size print)

Contact a few printers to ask if they can accomodate your requirements and how to go about placing an order.
