This is driving me nuts.
I/we have two iPhones and two iPads on one Apple ID and one iCloud account.

Pictures taken by or transfered to any single device are added to ALL devices.

If I want to delete a pic from a single device I cannot, it gets deleted from ALL devices.

How can I delete a pic from 1/2/3 devices and leave it on the 4th device.

Now to complicate matters I have just bought a Macbook Pro, do I use my existing Apple ID, iCloud account or cfeate a new ones so I don't get the same problem.
The Macbook is intended for my serious photographic stuff.

Got to be honest, I can't answer this... But all this iCloud stuff from Apple has driven me nuts as well.... Multiple accounts/Family Sharing/Photo Sharing/Backups/etc etc etc.... :banghead::banghead::banghead::banghead:

Which is how it is supposed to work. Apple devices do not support multiple users per single device as it goes against their core values which is to extract as much cash from customers as possible.

I have 3 ipads & 2 phones and 2 macs all on the same itunes account..

What you need to do on all devices is go to
Settings
icloud
photos
and make sure you have the following switched off
MY photo Stream - this is what automatically uploads new images and send them to all devices on account

Its upto you if you leave icloud photo library on or not, this just store all images on icloud so all device can access them

I suggest using same account for you mac, i have and keeps everything easy..

WARNING "Turning off Photo Stream will delete all Photo Stream photos from your iPhone" is what my iPhone says
 
I was going to answer this but SImon has pretty much summed it up. I have everything on the same iCloud account but all I have to sync over every device (iPhone, iPad and iMac) is my contacts and calendars. Everything else, sharing is turned off.

I will delete anything not taken on that device, if you have used that device to take picture they should stay on there

BUT, should I use a new fresh Apple ID for the new Macbook or my existing ID.

Sorry to be so Toop, that's Welsh for 'thick''.......I'm 72.....I'ts a mine field.

Windows is so simple.

To be honest windows is not any different if you are using one drive and the likes...Exactly the same way it operates...

To me it makes logical sense that if you us a single 'drive' (iCloud) between multiple devices that if you remove from one it deletes it for all. Afterall it is the same physical drive. It would not be any different than if say you used an USB stick and deleted a file from it. It would delete it for everyone looking at that USB stick....

Definitely use the same iCloud account on your MacBook. Only delete photos that you want to delete....And don't forget when reading the instructions that if you want to share your photos with someone else, just enable 'family sharing' and let the others have their own account. That way they can't mess it up for you...

I don't know what you use on your Mac to manage your photos, but rather than working in iCloud directly, I would copy or move those photos to a local library and manage them that way...
