I don't think many saw this coming. Daniel Levy has stepped down as executive chairman at Spurs. Peter Charrington has been appointed to the newly-created position of non-executive chairman...https://www.standard.co.uk/sport/football/who-is-peter-charrington-tottenham-daniel-levy-b1246080.html

This statement from the majority shareholder ..Joe Lewis family trust, suggests Levy was ousted. It seems so close to the appointment of Thomas Frank that I think there's a connection. Maybe just an ongoing clear out...a new start. (see link at the end) . Levy has been criticised for getting involved in the footballing side when he's a businessman so Frank should not be looking over his shoulder as previous managers have had to do. Some clashed with Levy over recruitment.
