Flash Power Testing with Sekonic L358?

Hi, I have flashes of different makes that I want to use off camera with triggers and I am trying to test in a darkish room at 1/4 power approx 10' away from meter (Sekonic L358) but I am getting EU (under exposure warning) on the meter tried 60th/125th/250th on shutter speed settings,tried 1/4, 1/2 and 1:1 on the flashes so I should as I understand it be getting around F8 at that power and distance Flash/Meter?
Should I set the flash zoom to wide about 28%, 50% or full?
Flashes are, Canon 540EZ and Sigma EF-500DG Super.

have you made sure that the meter is set to meter flash and not just ambient?
