Flash head issue, maybe ?

I've been dabbling with off camera flash & have an issue I don't know what to do about so am throwing this out there for some feedback please

The issue I have is my flash heads (I currently use 2) are not going off at low power setting but if I turn up the power they work fine, I thought it was maybe the cheap trigger set I was using & seeing some shiny Bowens ones in the classifieds bought them which has made the problem worse, now I have to be on a minimum of 1/2 power for both to go off & I am (sorry dont know the correct term) having accidental discharges which is really annoying to be honest (flashes just going off on their own)

I've been really enjoying the off camera flash & learning new PS to go along with it but this problem is really quite annoying

What do you think ?

This is usually an indication that the flash tube is due to fail. I suppose that this could happen with two heads simultaneously, but it would be unusual.

It could be a design/manufacturing problem that involves poor/inadequate capacitors not producing adequate energy, I have come across this with some cheap and cheerful flash heads that use recycled capacitors before, and it is possible as this is affecting 2 flash heads - but these symptons usually point to a flash tube that's reached the end of its life.

Basically, if the flash heads are a reputable make, that's what it will be.
 
I did forget to mention they are Bowens heads, I'm going to get 2 new tubes today & give them a test run this afternoon
