Can anyone help

How do at least try and get rid of flare in a shot ?
in photoshop cs3

yes i could do but there are about 15 diffrent ones 2 mins ill have go lol

Not bothered about dust can deal with that i tried cloning but its a bit doggy near boat end and i have a few more on another shot in the water which is nightmare to clone just wondered if anyone new of a different way ?

Personally, I would use a copy of a vertical strip for the left hand one. Then paste it into several new layers, Set these to 50% opacity then use the free transform to line up the horizontal lines. Once happy, set the opacity up to 100% again. Then create a brightness/contrast layer, and use the gradient tool, and possibly the spray can/brush to adjust the brightness to fit.
I think that the same should work for the right-hand edge, but, it will take smaller strips, due to the curvature of the boat.
An alternative way, would be to use a saturate/colours layer and carefully spray out using a layer mask, the offending colours.
There are probably better ways than these though. I had a quick go in gimp, the left hand side is definitely doable (I ain't very good at gimp, I find photoshop more intuitive).

your sensor needs a really good clean to.

Absolutely! I'd suggest that in future you try to avoid getting the flare effect at the point of capture. Did you use a lens hood? Could you use something to help prevent the sun reflecting off the lens? This sort of shot is always fraught with problems, so try and anticipate them and find a solution. PP can't always provide the best solution.
 
I don't think a lens hoods going to help much with the sun in shot.
 
This is literally a 2 minute attempt
Needs some colour balance/lightening done to it.
You should be able to do much better with the real image
