For the starburst, assuming you want it for landscapes (some nice shots on your Flickr BTW) you can just use a small aperture, the blades of the aperture will give you a nice starburst effect.
For coloured filters I'd rather use PP as you can vary the strength, colour etc.

Starburst were popular in the late Seventies and early Eighties.
Go for that retro look!
I don't know that anyone uses them nowadays.
Some filters just add an extra layer of dodgy glass in front of your lens- good for flare and reflections.
Just my view, been there, done that!
