hey guys, what i want to know is, lens filters, what is there and what do they do?
what filter would i need to get rid of orange street light?

There are hundreds, all perform different functions. Common ones are:

ND- Like sunglasses, reduce overal exposure
ND grad- As above, but only 1 half is dark, other is clear, available in soft and hard types
Polariser- Darkens blues, reduces relfections
UV- No purpose on digital
Skylight- No purpose on digital

None, adjust your white balance.

You will need a ND filter. Usually a 9 or 10 stop, but you can get away with a 3 stop if you use a narrow aperture and dont shoot in bright light.

There are specialist astronomy filters that will block orange sodium lighting. However - if it's causing a problem that can't be fixed by changing white balance (as suggested by Tim) then it's likely that the street lighting is the only source of light. Blocking the only source of light will result in black images.
