Filters and viewing in camera

Using my 650d, when I put a variable ND filter on the lens and view it in Live View I see no difference, yet in the viewfinder it goes through from dark to light when I rotate it by hand.

Is this normal ?

Does it have any impact on the cameras built in metering system.

Any guidance on how to best understand this would be great

Have you got exposure simulation turned on ?

Just had a look in the handbook for this setting and cannot see this one
