Fill Flash - good places to start reading up online?

I am looking into the best techniques to employ for fill flash outside in bright sun to get rid of panda eyes and harsh contrast - although there seems to be a bit of conflicting info when i have searched the global hyperpage on the subject.

does anyone know of a place with bang on advice online, from people in the know?

I will post an obscure smiley to helpful resposes - yeah i know, if you could all form an orderly queue and no pushing at the front please.
