Yes
The FIA have announced the rule changes for 2015.

The following decisions were taken:

Points

Points for both titles will no longer be doubled for the final Event of the Championship.

Standing Restarts

After consultation with the Teams who raised a number of safety concerns, Articles 42.7 and 42.8 on standing restarts have been rescinded.

Virtual Safety Car (VSC)

Following tests of the VSC system at the final Events of 2014, the introduction of the system has been approved for 2015. The VSC procedure may be initiated to neutralise a race upon the order of the clerk of the course. It will normally be used when double waved yellow flags are needed on any section of track and competitors or officials may be in danger, but the circumstances are not such as to warrant use of the safety car itself. The full text of the article is available in Annex I.

Suspending a race

When a race is suspended, the pit exit will be closed and all cars must now proceed slowly into the pit lane, not the starting grid. The first car to arrive in the pit lane should proceed directly to the pit exit staying in the fast lane, all the other cars should form up in a line behind the first car.

Team personnel or equipment on grid

If any team personnel or team equipment remain on the grid after the 15 second signal has been shown the driver of the car concerned must start the race from the pit lane. A ten second stop-and-go penalty will be imposed on any driver who fails to do this.

Power Unit Penalties

The replacement of a complete power unit will no longer result in a penalty, instead as specified in the current regulations, penalties will be applied cumulatively for individual components of the power unit.

If a grid place penalty is imposed, and the driver’s grid position is such that the full penalty cannot be applied, the remainder of the penalty will be applied in the form of a time penalty during the race (not at the next race as was previously the case) according to the following scale :

o 1 to 5 grid places untaken: A penalty under Article 16.3(a) will be applied.

o 6 to 10 grid places untaken: A penalty under Article 16.3(b) will be applied.

o 11 to 20 grid places untaken: A penalty under Article 16.3(c) will be applied.

o More than 20 grid places untaken: A penalty under Article 16.3(d) will be applied.

Time Penalties

In addition to the existing five-second penalty (Article 16.3a), a new ten-second penalty (Article 16.3b) will also be introduced, to be applied in the same manner.

Unsafe Release

If a car is deemed to have been released in an unsafe condition during a race a ten second stop-and-go penalty will be imposed on the driver concerned. An additional penalty will be imposed on any driver who, in the opinion of the stewards, continues to drive a car knowing it to have been released in an unsafe condition.

Qualifying Procedure

The qualifying procedure was clarified: for cases when 24 cars are eligible seven will be excluded after Q1 and Q2, if 22 cars are eligible six cars will be excluded after Q1 and Q2, and so on if fewer cars are eligible.

Safety Car: lapped cars

Once the last lapped car has passed the leader the safety car will return to the pits at the end of the following lap, the race director will no longer have to wait for all the lapped cars to reach the back of the pack behind the safety car.

2015 F1 TECHNICAL REGULATIONS

- The weight of the car, without fuel, must not be less than 702kg at all times during the Event (up from 701kg).

- Changes have been made to the rules governing Wind Tunnel Testing and with regard to the aerodynamic reporting periods for 2015 and 2016.

- Any suspension system fitted to the front wheels must be so arranged that its response results only from changes in load applied to the front wheels.

- Any suspension system fitted to the rear wheels must be so arranged that its response results only from changes in load applied to the rear wheels.

- The Zylon anti-intrusion panels on both sides of the survival cell have been extended upwards to the rim of the cockpit and alongside the pilot’s head.

NEXT MEETING OF THE STRATEGY GROUP

The FIA President confirmed that the next meeting of the Strategy Group would take place on 18 December, and would focus reducing costs, improving the show, making cars quicker and more difficult to drive, and reviewing the technical and sporting regulations, with the aim of simplifying the rules where possible.

ACCIDENT PANEL

A review of all the evidence and other information about the events leading up to Jules Bianchi’s accident at the Japanese Grand Prix 5 October 2014, Suzuka, has been carried out by the 10-man Accident Panel, appointed by the FIA and chaired by Safety Commission President Peter Wright. The Panel has issued a 396-page report on their findings with recommendations for improvements, many relevant to all of motor sport. This has been presented to the FIA World Motor Sport Council, which accepted the findings and gave a mandate to implement the full recommendations and conclusions of the report. The summary issued by the panel can be found on fia.com.

CRITERIA FOR THE ISSUING OF SUPER LICENCES

1- Safety criteria

The following changes have been made compared to the current regulations:

- There is a valid driving licence requirement.

Roll on, mid March!

Button said today he doesn't know where his future is yet.

Button said today he doesn't know where his future is yet.

McLaren are treating their drivers badly. Still not saying who they are signing (after having already delayed the announcement till today).

www.autosport.com/news/report.php/id/117042

Jenson Button and Kevin Magnussen face an even longer wait for McLaren to make its 2015 Formula 1 line-up decision after a team board meeting failed to resolve the issue.

Following weeks of deliberation at McLaren about whether or not Button's experience or Magnussen's longer-term potential were best to partner with Fernando Alonso in 2015, all eyes were on the outcome of a board meeting that took place in Woking on Thursday.

However, despite lengthy discussions relating to a host of McLaren issues, a team spokesman confirmed that no agreement was reached on what it would do with its drivers in 2015.

The spokesman said: "Today's board meeting has now concluded, and no decision has been taken with regard to our 2015 driver line-up."

03/05 Korea (TBC)
Won't happen, but having 21 races on the official calendar rather than 20 means the regulations permit drivers five engines each for the season rather than four without penalty. Even if one or more races subsequently doesn't take place. I think it has a lot more to do with this than any serious intent to stage a race in Korea.

I'll have a netbook with me so might be able to see the race unfold even if it's by live timings/commentary. Even if I'm going to watch the replay/highlights I usually look at the results first and have a look at the commentary to see if it's worth staying awake for!

Hadn't noticed this been mentioned, Caterham to run their 2014 cars again next season.

Formula 1: Caterham allowed to run 2014 car in 2015
Formula 1 team Caterham will be allowed to compete in 2015 with this year's car - if a buyer is found for the team.

The outfit are in administration and have been given special dispensation to make it easier to find a buyer.

It means potential purchasers will not be under pressure to build a new car for next season.

Administrator Finbarr O'Connell said: "That is of interest to all the parties I'm talking to. It gives them a choice, an easier start to get into F1."

The decision is to be ratified at this week's meeting of the World Motor Sport Council in Doha, Qatar.

O'Connell, of London firm Smith & Williamson, added: "The F1 Commission and FIA agreed if it would assist the weaker teams they can use the 2014 car next year, so giving them more time and options.

I'm glad to see that JB has kept the McLaren seat for 2015. Shame that Magnussen has lost his to the cheat who cost the team $100,000,000 last time he drove for them.

Is that confirmed, Nod? I didnt think the press conference was until 10/10:30am.

He is actually one of the best drivers in the world, better than JB & KM combined.

And the next question is who will be the reserve Kevin or Stoffel
They certainly are making hard work of the appointments
There seems to be some tension in the Mclaren camp already before Alonso really arrives bringing his special talent

I saw somewhere that Mclaren have reduced the price of Jenson Button caps...

...which could mean everything or absolutely nothing. Why would they reduce the cost of a drivers cap that will still be with the team? Or, maybe they are bringing out a new JB hat for the 2015 season and are just reducing the price of the old stock to get rid of it?

No, it is not official yet. I guess it could still go the other way.
BBc forum is usually conservative unless they know they are correct as is the same with Joe seaward and they are both reporting the same
There is more to come from this, Seeing Ron welcome Alonso should be good for the body language experts or will Ron hand over the reins to someone else?

It's all about the money. If Magnussen's backers produce more than Buttons sponsors... Button is popular with the shareholders also who like the points he brings to the team.

Interesting that Alonso is reported to have a deal that he will have nothing to Ron Dennis as part of his contract

Not disputing the fact that he's pretty good but he's also a cheat and did cost McLaren $100,000,000 last time he worked there.

Should have credited the source of the story - I saw it on the Telegraph feed to the Win8 news app.

absolutely beyond a doubt. But he wasn't the greatest fit with McLaren last time round.I'm a little surprised either they or he think its a good idea again

I think you mean to say that whilst Alonso profited from the information shared in a way that had been going on (and probably still is) he said he had no idea about the source, even if a lot of others did.
He also had no idea that Piquet would crash his Renault to allow him to win

Ferrari could well build a dog again or at least a prototype for 2016 when all the staff they have just hired have settled in plus there could well of been a tension between the top and Alonso when Luci and Domicali departed
Mercedes dont need or probably want Alonso just yet
Red Bull dont seem to have any interest in Alonso
So the only team left if he wished to stay in F1 was Mclarean Honda that may stand a chance of beating the Mercs (although in F1 there is never a garuentee that the fastest last year is a world beater this year) and of course the salary may have swayed but just how many millions do you want
but it does seem an odd pairing with the history of Mclaren and Alonso but at least he may feel like the No1 with Jenson the gent as a team mate (how I would love to see Jenson stick it to Alonso)

I'm simply surprised that either he's prepared to work with Ron Dennis, or Ron Dennis with him. The 'its all water under the bridge' publicity photos look like they are very forced

He and De la Rosa were asking Coughlan for info from the dossier and while he may have been unaware of the crash plans, his manager was not.

And the words of Alonso look like corperation babble

He and De la Rosa were asking Coughlan for info from the dossier and while he may have been unaware of the crash plans, his manager was not.

Alonso allegedly made it clear that he had information that could bring the team down and was prepared to use it, unless Dennis cleared the way for his departure and on his terms. In the event Dennis made the call to FIA president Max Mosley himself, thus setting in motion the disclosure of the incriminating email traffic in which Alonso was involved alongside test driver Pedro De La Rosa and disgraced chief designer Mike Coughlan.

You can just here the radio conversations for Australia now
JB - I've got no grip
Team - That's correct Jenson
-------------------------
FA - What is this donkey
Team - The one you ordered Fernando

Mclaren should buy marrussia/caterham and run it with honda engines with Kevin and stoffel driving, they would get experience and honda would have 4 engines testing rather than just 2, works for red bull/toro rosso

Marrussia was at Banbury, Caterham F1 at Langley. Not a bad idea..

A technical partnership like they had with force India might even be worth it, they could supply the drivers and engines, it would make it cheaper for the small team and give experience to mclarens younger drivers, a new name too maybe "DENNIS GP" haha... Or bring whitmarsh back? I never knew where he went anyway

I just hope next year's cars are going to be nice looking. Recently F1 cars have been so ugly, just as bad as the DW12 IndyCar. However, Dallara did manage to design a lovely looking 2015 car for Indy Lights.

I see Ron Dennis is saying that he's got the best driver pairing by some magnitude for next year.

And laying some of the blame on Hamilton for the 2007 implosion at McLaren

The only thing Hamilton did wrong in2007 was be the better driver. Alonso stopped sharing information, destabilised a happy garage splitting it in two, and tried everything to unsettle the younger driver and assert his authority over all the whole team.

And got his ass handed to him on a plate!
