All the time or just now and again?
I have an external plugged in on my pc permanently and it spins up now and again even when I'm not accessing it.
I assume its to do with some sort of indexing that windows does and OSX might do the same.

Hmm. Not sure then. Different usb port and see what happens? Does Mavericks have a task manager type program that could tell you what services are running and what might be accessing the HDD? Not a mac user so I'm prob not much help TBH!
Some external hard drives have power saving modes so when it is not being accessed it goes to standby and stops the drive spinning. Maybe yours does not have that feature.
