I think your PC is still trying to connect itself to the old router with the old IP. The new router has possibly assigned the old IP to the Xbox or TV.
Turn off PC and router, disconnect all cables from the router and wait a couple of minutes, connect the PC network cable to the router and switch on the router, them switch on the PC.
Report back.
I doubt if you need a new cable.
Already been done. The PC has been restarted a number of times. Turning the PC off for a few minutes won’t make any difference. DHCP just doesn’t work like that. That’s what IT support tell you to do to make them sound smart and to get rid of you.
There is no IP address assigned to the Ethernet card, it’s already been checked.
