Elements help in stacking?

I have two photos, the first one the top half is too bright, the second photo the top half is good. I want to 'merge' (if thats the word) them, I also want to move the one about half an inch to the right. How can I do it in Elements. I've tried googling etc but keep going round in circles.

It sort of did it, I would prefer to erase the parts of the one that are too dark to reveal the brighter parts on the layer beneith. The way in the link was a kind of graduation layer. Thanks for the link, I will try & see if there are alternative was other than the 'graduation'.
