Elements 9 printer problem - HELP PLEASE

I am using Photoshop Elelments 9 and an Epson 1500W printer. Whenever I try to print a photo I go to file-print, the cursor whirls around a bit and then stops and nothing. So when I click file-print again Photoshop comes up with this message:

Before you can preform printer-related tasks sucha as page setup or printing a doucument, you need to instal a printer.

Needless to say the printer is instaled and turned on and connected etc. Sometimes if I shut PS E9 down and load it up again it's fine, but to shut it down I have to use task mamager. Other times I have to shut the PC down.

It's worth noting the CPU goes upto about 45% until I shut PS down and then it creaps down, but it used to work fine.

I would try a re-install of Elements...

Just to be sure; if you go to control panel -> Show printers, it shows up there?

I seem to remember an issue with twain sources in one of the earlier versions of photoshop, they wouldn't see scanners or printers, might be worth checking Adobes site to see if theres one there for download for your version.
Was the printer installed when you installed photoshop?

No I got the printer after Photoshop

I would try a re-install of Elements...

Twain drivers are for scanners/cameras etc. Printers don't use twain so that shouldn't be the problem.
I would however try uninstalling and reinstalling the printer now you have Photoshop installed. I would also check adobe for known issues and updates.
