Effects to photos

I am new here and know where to post my question. I am looking for a free program that will take your photo you can put different effects on it such as hdr effects.

It's not the most complex of software but PhotoScape can apply a fair number of filters and effects to your photos as to HDR not sure what to suggest for that as its s damn long time since I've done any

Photoshop CS 2 can be had for free from the adobe site and will generally do this for you.

Another vote for GIMP. If you have absolutely no money.... then there's nothing to touch it.

The free CS2 is another option. CS2 is pretty old now, but it's still photoshop and will allow you to learn Photoshop.
