Yes
My cousin is not happy with her face on a wedding photo. The photo is a full length photo of her and her husband. She said her face looks distorted. Is it possible to slightly stretch and alter Just the face without affecting the rest of the photo? I have photoshop so if someone could advise? Thanks.

It will be harder than say slightly desaturating a red nose or hiding a spot.
But almost anything is possible with patience.

You could take another photograph of her face and try and replace the one in the photo with one she is happy with.
It takes a bit of fiddling, I have done it with eyes but never a face.
You can also try on the existing photo, select the face put it on a separate layer and try puppet warp.
FWIW I have never used it in anger but playing with it looks as if it will do what you want, as 4wd says with patience

I think your cousin can use for example Photoshop

Absolutely yes.
Pretty much any reasonable pixel editor will do.

In photoshop subtle use of the liquify filter will do that for you. Use nudge, grow / shrink sparingly and freeze areas around to limit to face. Depending on the hairstyle, you can usually add bit of volume to the hair to help thin the face if needed.

Equally you could perhaps just use dodge / burn to contour / shape the face in much the same way she might apply makeup without resorting to moving bits of the face around. Minimal adjustments always look most realistic.

Or as has already been said, if the lighting was consistent, you can borrow a face / head from a similar shot of needed. Always useful to have as a guide anyway, even of you're not replacing directly.

Do you know what's causing the distortion?

Probably wide angle lens distortion from a photographer standing too close..? Could apply a fish eye distortion a little to make it less extreme.

get adobe elements 18, that can do the alterations required there is a free download trial you can try, very easy to use I had a play with it
It can alter nose eyes lips smile face or whatever really great bit of kit
