east midlands airport question

hi all just a quickie,just had my first outing to east midlands airport and finished up next to the emergency gate(C i think) next to the aeroport ,but just to the right of me behind a locked gate there was a mound with people on which was a lot higher than the fence,does anyone know if you have to go in the aeropark to reach this spot thanks
