I've used the 'Dust & Scratches' filter to remove pinpricks of light from a photo of an oil painting. On screen it appears to have been very effective. But will it print as well, or will it be obvious that the photo has been manipulated? In this case I used as few 'pixels' as possible.
 
Frankly, IMO you should do a test print or two to guage for yourself as to "the look" and whether it meets your criteria.....anything else is guesswork.
 
Probably will be super obvious. I'd never use 'dust and scratches across a whole image.

Its use comes in with something like a sky when you can clip that part off and then apply the filter on the part thats needed.
 
The best dust and scratches filter is an old Polaroid plugin which may still be available on the web. The only drawback is that it is only compatible with 32 bit software, but I find it so useful that I keep the 32 bit version of PS6 installed just to use it (and other legacy plugins I have).
