I have some huge files that I need to downsize for PDF printed output they would be about 160 * 200mm maximum size, they are photoshop format, I have tried changing to J peg at correct size, and even getting close the quality is terrible angled edges end up as a row of steps any helpfull ideas.
I have photoshop CS5
 
300 dpi, i have dropped that to 120dpi but they are still 2mb files when saved as jpegs 3" *5"

I would keep the dpi at 300 and just resize the image size. Save as the resulting file in photoshop format, then flatten the image. Then you can resave the file as a jpeg.

If you're creating the file for print, then it's likely you're converting to CMYK too so this will always result in a larger file size than a basic RGB file, as it has an extra channel of info to hold.

1.4 - 2 mb sounds about right for a 1890 x 2632 pixel file. (160mm x 200mm @ 300dpi)
 
my files are above 10mb, I am told i need files of 150 to 250 KB and approx 4*5 inches in size, 1mb is just way to big, I can get down to 1MB without too much trouble saved as a mediun JPeg file but any further and the photo's turn to rubbish, any ideas?

4x5 at a resolution of 300ppi will give you an image size of 1200x1500 pixels. Using a low resolution setting of 4 in Photoshop I was able to save one of my images with a file size of 238kb.

Viewed at 100% the straight lines within the image weren't deal breakingly jagged, but there was a noticeable difference compared to the same file saved at a higher setting.

Dropping the resolution to 240 or even 150ppi would give you a smaller image (750x600 @ 150ppi) which would allow you to save the image at a higher setting and still meet the file size requirements.
 
Hi Derek, thanks for the help, but I misjudged the file sizes they are all starting out above 30m not 10, following your advise I would end up with files 700KB or over still.
