But usually the image is noteworthy, this one is just... well not that!

True I suppose, but loads of blooming pop ups and junk. But you never know :)

I think this is a still screen captured from a moving image. It's the sort of look you get when you put a VHS/DVD on pause. And that fits with what looks like a 2.33:1 aspect ratio. One distinctive characteristic is that the motion isn't completely fluid, there are three distinct pauses that woud need to be built into the process. In a captured freeeze-frame this is where three sequential frames have been blurred together somewhere in the process of transferring the original footage to a lower quality medium.

Three possible ways of replicating this look:

  1. I'm not a Photoshop user so someone else will need to provide the detail. But the principal would be to take a single frame, duplicate it and overlay three copies in slightly different positions, with a careful choice of the blending method and introducing the blur.
  2. Single take with a long exposure but including subtle pauses in the motion of the camera/subject
  3. Put your camera on high speed continuous shooting and shoot a sequence of frames. Select three frames, bring into Photoshop and over-lay the frames. Carefull choice of blending method and layer transparancy will be needed.
Method three will probably give the best result. But you'll need to control the movement of the camera/subject carefully. If I'm right and this is a freeze-frame from a downgraded copy of a movie, then the original three frames will have been shot at 24 frames per second.
 
OK Guys, we've had a look.

Seems like postimg.org is a legitimate image hosting site, but does have a bit of a reputation for NSFW ads and pop-ups.
Not seeing anything here (same as David - Firefox with AdBlock Plus etc) but given that some of you are, I'm adding a warning to the OP.

As Phil said, it's not unusual for someone who's been lurking a while to join up asking how to recreate an image they've seen, and there's no reason at the moment to suspect this thread is anything other than what it seems to be.

Looks like focus panning gone wrong to me.
 
I would look up "intentional Camera Movement" for this. Something I have been trying out, though with landscapes rather than portraits. Look for Doug Chinnery, Valda Bailey, Chris Friel to name a few.
