Do I need 580EX to operate slave?

I have a Canon 430EX speedlite and i'm wanting to buy another flash and use one on camera and one as a slave.
I have a few Jessops flashguns which can be used as slaves but i'm wanting to control the flash power output.
Could I use the 430 as an off camera slave and use another 430 on camera, or would I need to shell out for a 580?

As above, or get a 7D! [the only current Canon SLR to feature wireless master flash control]
 
As above, or a third party master unit from the likes of Metz, Sigma and Nissin. Their top of the range guns are also masters and a bit cheaper :)
 
Sigma 500 DG SUPER or 530 DG SUPER will also act as masters
