If anyone wants to try it, I came up with this idea to stop the birdbath from freezing over.

birdbath heater by gvp1, on Flickr
I got 2 stainless steel cutlery drainers from Wilkinsons, and put one inside the other so I could twist them and regulate the air flow through the holes. Then I put them over a wideish candle and put the top of the birdbath over the drainers.
It's kept the water from freezing for 2 days now, and stopped it filling with snow. I've had tons of birds in the garden today, all having a free drink.
You can do it with a dish on the top, but I wouldn't use a thin metal one incase it conducts too much heat to where the birds perch upon it.
