Display size problem with editing software on new monitor

Got my new 27" 4k monitor and new Photo Editing Desktop PC last week.
I'm currently using PS Elements for editing and loaded on my new PC.
Now the menus, icons etc are minuscule and nearly impossible to make out.
How do I fix this.
Changes to scaling in display setting makes no noticeable difference except to make everything else on the PC ridiculously large.
After a lot of googling I found this was a common problem with most editing software and large hi-res monitors a few years ago.

Which version of Elements are you using?
This came up elsewhere recently and looks like it may need an upgrade?

Afraid you're out of luck as Adobe didn't introduce UI font scaling until PE13

Yes, it looks like my version is too old as it is Elements 9.

Poor sod in the link went through hell to get his sorted by upgrading his old one.
I don't want to go through all that so will just get a more recent version.
