Presumably a lot cheaper to stick in a new PSU first and, if it doesn't sort things, you have a spare.

If there's no bong then it is pretty dead. It bongs when the hardware checks out as being ok. There is a good site about replacing psu and logic board capacitors as that is one likely cause of death.
