HI im new to using Photoshop and got my hands on the full Cs3 suite, i know that photoshop is a big ass program to start using and just wanted to ask whats the first things to attemp to try and do and progress.

I have bought a few mag's with tutorials in but alot are for more experianced users.

So thought i would ask you guys :)

Nothing really, unless you think there's something wrong with your photo or that you can tweak it nicely.
That said, I was just giving you free bumps, as I don't have Photoshop and your question is pretty much dependent on the picture you decide to edit.
As for tweaking Photoshop for performance, google's probably your friend here.

There are thousands of Photoshop tutorials out there (Such as the tutorials section on this site).
 
I'd start with image/ajust and play with the different choices like levels and colour balance.
CS3 is a very complex program it will take you a little while to get up to speed on it, but theres very little it can't do editing wise, it shouldn't take you long if you watch a few tut's and practice.
 
Have a look on youtube and get a book. :)

I still have to go and look up how to do something from time to time so having a reference book handy is a godsend.

Learn open, close and save as. You have lots of different save options so it's worth exploring that. Then levels, colour balance, and progress to layers and masks as you go. Actions are fab and one to learn later too so you can automate things.

Dodging, burning, clone stamp, how to select areas. Basically all the tools down the left.

Scott Kelby and Martin Avening both have good books and include images and projects to help teach you how to use it better.

when you find a way to do something you will soon learn there are dozens of other ways to achieve the same end.
It is like asking the directions to somewhere.
The answer will always depend on where you are starting from, and if they know any better routes.
 
When I first got CS the 1st thing I done was car modification. i.e changing bumpers, alloys etc, this helps you get an understanding of what different tools do.
