CS3 - adjusting only one layer?

Hi, I am currently teaching myelf photoshop CS3 using a dummies guide and hints and tips in DSLR user magazine, and am stuck on something really easy (but its stumped me.)

I have a vase of flowers and have deleted everything other thean the vase and flowers, so effectively have a vase and flowers on a transparent background.

I then create another layer - Layer>Duplicate layer, and I want to flip this horizontally and vertically in order to create a reflection.

I am making sure the new duplicate layer is selected, then go to flip horizontal, flip vertical in order to crrate the reflection, however photoshop applies the changes to the layer below as well (the one i created the duplicate from.) :'(

The original layer, background, and the cutout layer are both locked from the layers palette and then clicking on the padlock sign.

What am I doing wrong / not doing?

Edit transform flip horizontal (or what ever) make sure you have the correct layer selected.
To unlock a layer double click on it (the pic on the layers palette) and click yes when you get the box.

thanks for the reply - however, i did state in the OP that the "duplicate" layer is selected. Whenever i try to flip this layer, the cut-out layer (the layer below) - changes as well - whethe rit is locked, unlocked, or whatever.
 
Are the layers linked or grouped? are you using edit transform flip? rather than rotate canvas flip?
Does your layers palette look like this one if not whats different.

I did this last week with the same result!

Duplicate the layer and on the second layer do a transform ie CMD/CTRL + T

In the Width box "W" just place a minus sign in front of 100%

Press return

Job done

thanks very much for your help.............. SM had it sopt on, I wa sa fcuktard and cot confused between canvases and images................:shake:

Doh - told you it would be simple and i was a grade A numpty..........
