hi any advice please on what is the best file format that I need to format a new external ssd drive I am getting confused with it all people saying different ones ?
I will be using a MacBook Pro max m4 and I want it to edit my photos on the external drive ?
 
If you are using just the Mac then APFS is what you want, if also connecting to a PC then Fat32 is what you need.
 
If you're wanting to use the drive with multiple devices I'd use exFAT rather than FAT32, exFAT has broad compatibility (unless needing to work with old devices) but without the FAT32 limitations so you're not limited to 4GB files.

Both FAT32 and exFAT partitions can be encrypted if desired which would mean no-one could access the files if the drive was lost, a third party utility would be required if the drive was to be used between different operating systems the same as it would be required for any file system.

if desired maybe but that is extra hassle, like windows has full NTFS built in and bitlocker without any user intervention
the user does not say about moving between OS or devices. What does mac have?
 
I would prefer it to work on Both my iMac and MacBook Pro but if I had to pick one its the MacBook Pro as it is a new machine
Then use APFS and forget about anything else. It is the latest Apple File System whereas the journaled is the older one, Gary is showing you some good info.
