CPU and Task Manager

So, at the suggestion on here I checked the task manager and found the cause of my laptop fan going like mad was creative cloud running constantly in the background.
I've ended that and the fan is back to normal.
However, in recent weeks the laptop has slowed down. When I check Task Manager it initially comes up as 80 or 90% CPU usage but by the time I've scrolled down to see the detail it has dropped to 8 or 9%.
What could be causing this?
My Dell 3 year warranty recently expired and I've nor renewed. There are a number of Dell items in background tasks. These include Dell data manager and Dell data collector.
I also have Norton.

Really my query is how to get the thing back up to the old speed.

It's got 32gb of RAM, Intel i7, 64 bit. Windows 11.
 
In Task Manager, select the Startup tab and disable those Dell tasks if they're there plus any Windows tasks you may not use like Cortana, One Drive, etc.
In Task Manager's Processes tab, click on the CPU column and this will order the processes so the heaviest users are at the top.
The Windows Indexing service can be a real CPU hog so that can be turned off without problems.
Personally, I wouldn't go near Norton as it was known to be a resource hog in the past and I doubt it's improved. I'd look at Malwarebytes or Avast as alternatives.
If necessary we can work through the Services list to disable those that aren't needed but that's bit more complex.
