Couloured main image with black and white background?

Does anybody know how i would go about this?
Would i use photoshop? The tip im looking for is kinda like.. a colourful sunflower in a black and white field. I hope this helps you to understand the kind of edit im trying to do... I would be really appreciative if anybody could tell me how to do this as i can never find it when i go an internet search, i dont think i am using the correct terminology. Thanks a lot

To make more objects (like the people and building to the left on the top pic) different colours would i just save and open the image again?
