Our vaccine centres, and testing centres as well, all have big sign as you arrive saying no filming or photography allowed on site. I do some w ork at vaccine centres, and I've never seen anyone obviously try to take photos and I've never seen any on social media. In fact thinking about it, mobile phone usage is much lower than you would normally see, even when people are sitting waiting after their vaccine. Any photos I've seen have been arranged media ones.
I've no idea why the policy is as it is, but there may be concern about misuse of photos by people trying to undermine the vaccine programme. An example I can think of is that woman who was taking photos of empty clinics / hospital corridors and posting that as 'proof' that hospitals were not struggling with numbers of admissions from Coronavirus.
