So Lee, Nisi and Heliopan filters seem to be the dogs when it comes to quality, I can't afford those so have gone with Cokin P Series with regular ND's and Grads as well as a polarizer.
Are Cokin considered an inferior brand/quality?
 
I think it depends on whether you've bought new ones or not? The Cokin ND filters used to have a reputation for colour casts rather than being just neutral, but that may well have been corrected by now.
 
Cokin nuances are supposed to have even less colour cast than Lee according to a magazine test I read.
 
I am looking at the Cokin route too. Does anyone know if there is any difference in quality (filter wise) between the P and Z pro series, or is it just a size thing.
I want to go to the Lakes soon. Maybe exposure bracketing would be more suitable?? New to landscapes.

I'm not sure but I think the Z series are larger and made of glass?
I've not been 100% happy with the Cokin filter, they tend to give a colour cast.
Before you buy have a look at http://srb-photographic.co.uk thier filters come highly recommended, may I suggest you get the full ND set rather then the Graduated ND set. Like you say you can bracket exposures, hard to get that silky smooth water without ND filters. SRB do a starter kit for £50 just make sure you get the right lens thread adaptor ring.

Having said that, you could save a ton more by buying a cheap kit off of eBay, they usually come with a full set grads, ND's, holder and adaptor rings, that way if you don't feel landscapes is for you, you've not dropped a load of cash on filters.

I have a 10 stop Hoya (screw in) to slow the shutter speed down Mark, and I also purchased a 67mm to 77mm step up ring for my other lens (70-300 L), if I choose to get in tighter on anything. I expect I will use my 17-40mm mostly. I might get away with a P series if I shoot around 20mm + (to avoid the holder creeping in). The Z pro is about £75, but the adaptor ring is £20 :(. Is there a cheaper ring on offer? (no jokes please :D).
 
Yeah, I have discussed these with a mate. They do get good reviews, but I can't help wondering about quality of image, despite the reviews.
 
I bought the Cokin ND Z Filter kit a few years ago, The 1, 2 and 3 stop filters and they have been superb for me. I have used them on 90% of my shoots and got some superb results, As with every shoot, its not the camera or the filters that make the shot, its the person who is setting up the camera, The image below was take with a Canon 6D with Cokin ND 2 stop filter, The Z Series is deaf worth an investment if Lee, Hitec and Nissi are out of your price range.

I got the Z pro kit, now all I need is the 6D ;)
The kit worked fine for me up in the lake district (y)
