I was going to say that the filter has got to be better than the welding glass - until I saw the price. Now I'm not sure which will be the crappiest. At that price you could always use the filter as a coaster once you get fed up with the distortions and colour cast.
I purchased a low end filter for my 100-400 L (circular polarizer) sent it back immediately. The poor excuse for glass totally ruined the AF as well as image quality even in MF. As the saying goes you get what you pay for.
