Can someone please recommed a cheap lighting set up for portraits? This will be set up in a room with a large window to one side and mirrored wardrobes so basically i only have two walls i can use if that makes any difference.

Use the window and get a reflector - job done :) Otherwise, pick up an old flash like a Nikon SB24/25/26 with manual control, an ebay trigger/reciever and a background.

should i just place the reflector directly accross from the window with the subject in the middle?

The most usual use of a reflector is to have it on the opposite side of your main light source (window?) to reflect some light back in the shadows... but just experiment. You can use it how you like! :D
