I think there's a misunderstanding of what a Raw file is. It allows us to create the best quality image available from the data from the sensor. Rather than being the best quality file.
The other thing is 'best quality for the Internet' is an oxymoron the quality required for the web is a small fraction of your full file size.
For best quality results keep as much processing as possible within your Raw workflow and export that file as a Tiff. But then after your pixel level editing and saving the high res file, you'll need to downsize your image massively for web use.
