I went about ten years ago, so it may well have changed since.
Beautiful islands, and lovely lovely people. We stayed all-inc and it has been my favourite holiday since our honeymoon (Sri Lanka). Relaxed, and all the staff were super helpful, friendly and accommodating. That may have had something to do with me not understanding the exchange rate though
I did a day trip where they take you around the island for a day. There is a lot of poverty outside the hotel complexes and it was clear that our guides were taking us to places where we would be expected to "thank" the inhabitants for nosing around. It felt a bit awkward when we went to the local school and were encouraged to take photos (and then drop a donation afterwards).
The island itself (Boa Vista) was quite bleak and rocky inland, with sandy beaches on the coast. There was a derelict freighter washed up which was an interesting subject, but it's not a photographers paradise. To anyone interested in the culture though, there are plenty of opportunities, just as there are anywhere really.
It's a short flight from the UK and customs at the other end was almost as laughable as Knock without the rain and with lots of colour and smiling faces. I suspect it's changed a lot though as they were putting more hotels in when we were there. I'm guessing it's busier now.
