Canon 400D cant do faster than 1/200 with the flash

I only just got my canon 400d and im playing around with it.
I have it on shutter Tv mode and use the wheel to raise the shutter speed, but for some reason it doesnt go above 1/200 with the flash raised. Is this normal?
 
This is probably the max sync speed of the 400d.

Yes that is correct. The camera won't allow shutter speeds above it's sync speed when the flash is on.

On a similar subject, be careful when using Av mode with the pop-up flash on a 400d.

Suppose you select a wide aperture, and the camera wants a shutter speed faster than 1/200th to get the exposure right. This is normally no problem, but when you pop up the flash (eg for fill flash), the shutter speed will be limited to 1/200th, but the apeture will remain set as before. This results in an *overexposed* image, not even accounting for the flash!
